What if we turned conventional, top-down planning on its head? Rather than only asking for input on project ideas already generated by government representatives, what if we asked the community to help develop new projects from scratch? This is just what the Infrastructure Justice for LA Coalition did--in partnership with the Chief Sustainability Office and Metro--to successfully complete the LA ICARP project. The ICARP initiative was the product of multiple years of advocacy across non-profit, government, and private sector actors, and the results speak for themselves: a new way of planning infrastructure that centers community voices and addresses their needs.
